I think this story is mistranslated. there is another story identical to this one that the 'Bella' in this story has golden lions and the two missing dragons are there.

I'm starting to feel that the person translating this book is mixing up the books. it has a similar story to this one with a character named after his castle called 'Gold capital' and his units are golden lions. and the missing dragon from that story exist in the other story.
