"I made this in a rush so there are some drawbacks and design flaws in it. First is that it's actually dormant now and would take some time to awaken you won't be able to use until then. Although, there is a way for you to awaken it forcefully and that is your life is in danger, but I don't recommend risking yourself just to test it. You can think of it as a trump card... The last line of defense.

After placing it to Medusa, even Athena couldn't pull those chains out, so her shock is understandable. She also guessed that Kisuke wanted to remove the chains and didn't do anything, but the result instead gave her the shock of her life.
