There is no such thing as a civilian council. It's completely made up fanfic bullshit. Also Minato wasn't mega rich, he wasn't from any clan, just an orphan, and his wife held no clout or money from her position as uzumaki and tailed beast holder. There is nothing to suggest hokages are rich the previous 3 have money that come from their respective clans, stop using fanfiction as fact.
