well to be fair onoki was in the hundreds and still kicking while tsunade was like 60 or 70 but would use transformation jutsu to look younger. here i got this from official wiki "Despite being a woman in her late 60s, Tsunade maintains her youthful appearance using a unique Transformation Technique that is maintained by chakra from her Strength of a Hundred Seal. a new daimyo would take the seat either a heir or close advisor. so he'll have to kill many people and find them. it's currently put that ninja villages can't survive for long without a daimyo cause no funding and income. that's the way the current systems setup to where villages have to rely on the daimyo

tsunade is bad at managing her own finances and also at this point she gave up on gambling or wasn't as addicted. also I don't think the village suffered from finances with her in charge she was good at managing just terrible with her own personal money
