hmm how to say this, imo I think it is safe to say that homelander won the super duper mega lottery when the compound v enter his body, giving him power like Superman. There's only one type of V (two if you count the temp V) but it give so many varieties of abilities, random even, you named it.whilst super soldier serum has clear definitive what kind of power and enhancement it would give you.so that's why in my headcannon, formula wise, SSS stronger than Comp V

comparing Madara Hashirama vs Garp is rather hard to do, cause we already see what both ninja can do in their prime, while Garp has only been recently revealed how strong he is despite his age.He manages to hold off on his own, stand toe to toe with 4 Blackbeard's Titanic captains (one being an ex admiral), and island choke full with pirates, and don't forget he destroy literally a human-island with a single punch. all while his age limiting him.
