No, he's saying that Darkness is merely an entity that represents darkness itself, whereas the Presence is everything. It encompasses evil, darkness, and corruption just as much as it encompasses goodness, light, and peace. His point is that Darkness never truly opposed God because the Presence already contains and transcends all of those concepts. In other words, darkness, by itself, isn't inherently evil. It is simply one aspect of the whole.
