Didn't pikachu fight Ho-oh on the anniversary movie?
She didn't really want to discourage Ash and Pikachu, but their ideas were too far-fetched. Making Pikachu as strong as Ho-Oh? That's like hoping a Fearow would one day evolve into a Ho-Oh.

In the game, it was a staple move with 80 Base Power and 30% chance to poison. High reliability and for a physical attacker like Nidorino, it was the Holy Grail as It was vastly superior to Poison Sting (15 Power) or peck.

Had they been in a region with weaker volleyball standards, they likely would've made it to Nationals at least twice in three years. That wouldn't have been a stretch.
