From what was shown in the movie the walls did have weapons mounted on them so I guess they hoped for the walls to stop the Kaiju long enough for it to be taken down by them but even then it wasn't a really good plan.
I have hope that the new robots with built in blue blood engines will be more efficient and we will get the world's support back to the Jaeger project again, but how long will this happen again? Can we fight Kaiju every week? - AuspiciousManiac9mthCommented
