The reason the nukes would degrade technology is there are 3 types of explosions, high/exoatmosphere detonation, which is used to create large EMP effects, the second is air detonation, which is when the explosion does not reach the ground but still kills and burns people an example of this is Hiroshim, and the last is surface detonation, which is a detonation near on or just under the surface of the ground or water and this type sends contamination high in the air with large particles which creates worse fallout. The type described here would be surface, and it would create a large amount of fallout that would spread across the globe due to the amount of nukes used. Think of this like a Castle Bravo and Chernobyl combine types 2.
