Inkcarnate has some good free options, but honestly Look up a YouTube tutorial or two and drawing it GIMP gives the most creative control. For coast lines, dry rice or dry beans works great then you can just scan the paper in a printer and upload to GIMP to color it in

Hey Author, no offense but I notice and feel like all your characters are becoming like Ryuu, like if you were to read their lines out loud to someone else it would be difficult to tell who said it. (I don't know if that is what you are aiming for) Like people do adopt some of their friends 'quirks' for lack of a better term, but they still have their own personality and for me at least it feels like all of the characters are starting to have the same personality but wrapped in a different color ribbon.
