The idea wasn't even from America... we got it from a scientist in Berlin either before or during WW2. So we worked on it as a way to counteract theirs. Therefore the Germans are the ones you should be complaining about. Yeah, he only hated the celestials. Pretty sure he's chill with the watchers since they understand it's just his purpose in the universe. Idk about the other races though.
