The student council can’t do that. Hugh had been away for a week, and he cannot be away from school for that long. They would be the ones in trouble if they do that. Also, the reason they wanted to lock him up was to find out who Veer was. After a week of searching they cannot find him. It would be in their best interest to let Hugh go, and possibly make Veer appear again.

Good question! There is preservation in the storage, but it is not yet made sure if it is permanent.

His transformation is too powerful. Hugh’s transformation is more powerful than the other Desires that used a top quality Desire Pill. As a poor kid, it doesn’t make sense that he has a Desire that powerful. Thanks for reading!
