Wrong. The multiple shadow clone jutsu is the forbidden one that always takes half. The normal one u can control how much chakra it takes.
However, Shadow Clone Jutsu was classified as a forbidden technique because every shadow clone needed to evenly divide the user's chakra. If used improperly, it could cause a ninja's chakra to run dry and lead to death.

But there is a theory that some people were immune from the very beginning of the story—they were simply overlooked or dismissed as lucky. And as many of you likely know or suspect, the bite-induced infection is treated as something that activates the "Death Factor" present in the virus carried by everyone. Whether I'll explore this or not is hard to say, but you'll see.)
