honestly it makes sense. There's no S-rank Sarutobi ninjas aside of Hiruzen. Since they are economically and politically powerful, they'll stay an obstacle to any future Hokage. As such, for any future Hokage the first step to have any real authority would be to either ally to the Sarutobi clan...or weaken them. Hiruzen can't guarantee that any future Hokage wouldn't just annihilate the Sarutobi clan - sneakily or not- to consolidate their power . So the best move is to ensure that his clan won't be such an obstacle. He therefore need to weaken it.

yes they did. They brought the mixture of yin and yang to the world. Natural chakra was already in existence tho, otherwise the Shinjū wouldn't exist. After all, if they plant such a tree on a planet it's to absorb energy that is already here. So what the Sage of Six Paths did wasn't to give people Yin and Yang energy, it was to teach their body to automatically convert both those energies into chakra.
