i feel that your idea contradicts. if low int is dumb, naive and are uncivilized then would a person with high int are masters of their emotions and are wise? i cant imagine a wise being soooo fearful

personally, i think that preparing is useless since you can just wish at the oracle "how to survive this situation", "how to escape from this event", etc. If i were to decide what to do after knowing the upcoming crisis, i would increase my authority level as fast as I can. That should have been his mindset if he is a procrastinator.
