hollow point is meant to open up when it hits to make getting the bullet out harder and closing the wound harder armor piercing if in a high enough caliber would go straight through someone it would hurt but it would be an easy fix
He might want to buy the Armor Piercing ammunition, but he also wanted to buy the hollow point ammunition. It was rather a confusing choice for him. .45 is not completely standard it also comes with others such as 9mm but if you want good power and reliable ammo it's pretty good (also a lot of 1911 people get on others backs for using 9mm)

no it's an active skill because he has to think and actively use the skill it's not passively moving mana for him
