I wouldn't go as far as saying it's a personification. More like the intention here is that a talent can have a will because what it does it trickier to define compared to a skill which has a proper description, effects, etc. You have never read a description about a Talent because there is none. That has its own advantages and disadvantages.

the more a skill is 'levelled up' or simply gets stronger, the more they can execute that 'will' and thus show us more 'reactions'
it's actually a mix of everything. A Skill is born with a certain purpose. Other than satisfying that, it does not "care" about anything else. To achieve that purpose, some skills may have to necessarily show what a human would call a 'will' but it's actually just a misunderstanding. The skill simply seeks the most optimal path to achieve its purpose, and nothing more.

well, it is certainly interesting, because as long as we don't put an objective pov to the situation, it actually seems like time moves slower when you're about to die. Maybe your body won't be able to normally react to that, but it's still a thing
