Considering that Quelaag was so desperate to be with reima that she raped Ciri, I highly doubt she would have had trouble giving up her leadership position within the city just to be with him. And now as her punishment for raping Ciri, she is still being sexually active with her (without Ciri having discussed it with Reima beforehand), and on top of that, she also gets to mess around with reima, which was her original goal. She definitely came out as the winner of this clusterf*ck of a plot. This is such a stupidly loose excuse of a relationship.
