Crossbows typically fire bolts, which can also be referred to as arrows (although not all arrows are bolts). Quarrel refers to a specific type of head on a bolt or arrow, indicating the shape of the head. The bolts for crossbows are sometimes referred to that way, when appropriate. All three could be appropriate names, depending on the circumstances :) Arrow and bolt are both fine for general usage

Him not being her parent was not the point of my comment but I can see how you would think it is. Yes, things work differently in different places. However, it's not about him not attending because he's her brother and not her parent, which it seems is likely where your misunderstanding originates. It was a comment directed to a character, Wen Nuan, about how he's unnecessary there. He isn't her parent and Yiling has one parent already going, but it's primarily that he missed supporting Yiling when she really needed it and, in fact, made things worse. She doesn't need him to do this now. I didn't phrase it well to convey that but that's the general idea behind it.
Wen Nuan indeed wanted to go to Jian Yiling's parent-teacher conference. However, she had other things to do as well: "Nah, let Yuncheng go to Yiling's one. He has a decent face. Yeah, Yujie's related. He's her cousin while Yuncheng is her brother. Basically Yuncheng's saying his familial/blood relationship is closer than Yujie's
