He was beyond loyal to the village, in fact if he didn't suppress the clan then a civil war should have happened long before itachi was born. The problem was his loyalty, if he had more drive the 3rd hokage and donzo would be dead when the 9tails was free.

daimyo is like a form of royal gov and the ninjas like knights watching over the land . I assume most administration from the village is about security. They get the money to operate from the daimyo, who are the ones monitoring technology, food(ex;wheat, rice), taxes..etc At least thats how I understood
