Pretty sure they just meant his nation could've benefited from those various clans’ surviving offspring, though those clans were probably nothing special and would have simply bloated the population number.

That’s really just up to the author’s preference. So people want to get to the part they’ll like writing the most.

In the show and I'm pretty sure in the comics, Darkwing actually went to Mark's birthday parties. So canonically he would already know who Mark is and Nolan’s civilian life. But I'm enjoying it so idc. Just a fun fact.
