True, I just believe that Brilliant will have far more experience, skills, and raw stats by the time the Colony finds out about this stuff, and that the terrifying efficiency of the Colony will help conducting mass experiments that could massively boost their growth. But, as you said, this is far more advanced and will likely take far longer.

It's not a soft cap on their power and talent, but a hard limit. It physically isn't possible to go past 100 for them, even with their usual luck and these points. It's like the "+" next to those stats is greyed out, no matter the button mashing nothing will change. That's the way I understand it at least
