I thought it wasn't that boats couldn't be built but that they would be attacked immediately. the reason the whales were used was because they allowed long distance travel for trade since the sea creatures would not attack the whales. once the understanding disappears then it is unlikely that the boats will survive since they won't be able to protect against all of the attacks that would come for it.

I think the intent is that invasive species in our world are incapable of thought and destroy their ecosystem since they often out compete the locals. since feys are often capable of thought and contract, it is unlikely that feys will cause as much destruction.
