I think this is actually referring back to the rule in China about one child per family, due to their population boom. Taking this into consideration and seeing more than a single child per household (if they have children), this might be a natural thought process. I may be wrong, but that's my thought process behind this.
There were usually multiple kids in an American family, and Xie Yujia's parents' neighbor had four kids.
