Manslaughter is just another way of saying you killed someone which is still murder. Did the punishment fit the crime probably not but they deserved punishment all the same and that's what he did.

It was already stated that helping another peak against one of their own was equivalent to treason so the only elder he could actually go to would be Qinglan but he betrayed her peak for Shen's so he'd probably just be killed outright and if he went to Shen for him to remove it he would basically out himself to everyone and not just the two present that he is a traitor to the peak

Murder is murder whether they were drinking or not, were young or not, meant it or not. He DIED! Being resuscitated means you were legitimately dead and brought back. He received no apology, no remorse and no justice thus he did the same to them however he did it deliberately and using the methods he had available as a seriously messed up teenager in a supernatural town/world.

Because like with Peter's kills those people all deserved it considering they're all complicit in murder. Matt actually died that night and had to be resuscitated so that makes them all accessories to murder because he yelled loud and clear that he couldn't swim yet they just watched and laughed.
