I mean Probably she saw him a bit romanticly as let's face it, He is pretty heroic in times of crisis, something that would give heart to any women and such scenarios had happen for Pepper. But Victor never actively went for her and was the only man Pepper ever talked with. If Fred was able to talk woth her he probably would've tried to befriend her and maybe date her and she would've too. Both could've talked about anime while watching Victor fight in the sidelines or just anything in general as well as Fred has talent that Scathach probably would've wanted for a human.

I won't lie part of it was anime, but both had ridiculous overdramatic actions whenever you saw their characters most times. Such as Fred running away from Mizuki where he mimic Assassin's Creed while Pepper had moments where she would eat popcorn in amusing moments and people question why she would do that or she would mimic Victor's talk or anime moment. They both seemed so childish in their antics. Plus Victor seemed more like an Older Brother to Pepper. I can go back to reference one of the old chapters that states how Pepper liked him as an older brother she never had. If anything Pepper just likes him due to cimlrcumstance, if she ever met Fred they probably would've had more romantic moments than with Victor.

I'll be honest, kind of sad Pepper couldn't be with Fred. If Fred could've been a vampire or something or somehow make things work with him to be with her it would've been cool. It feels a bit rushed with some of these girls but oh well
