No, the 20 stat points mentioned before were the stats a super-named npc gets when they level up. Like 5+ strength, 5+ agility, 5+ intellence, 5+ defence. These are the free points a player gets every level up which they can allocate to whatever stat they want

No, he only gets points for subskills once per skill. All the spells he is learning are eldritch magic so he won't get any more point for learning subskills about it.
