Rias isnt bad, she got a bunch of traumatised peerage members at an age where she wouldn't know what to do so she simply did the best she could, Kiba is a bit of an idiot but is likable enough, Koneko/Shirone is adorable and has genuine reasons to not use her natural abilities, Gasper is femboy Dio and I honestly don't like Akeno since she knows the consequences of not using holy lightning but proceeds to not use it. Rias peerage is his best devil option but honestly there's no reason why he couldn't affiliate with the Norse or Fallen. (Not the church for obvious reasons)
