It does seem to be very OP after this mental modification aspect was introduced. I guess we just have to overlook this minor plot hole and explain away its over powered aspect by saying it can’t work on anyone strong enough for it to matter because their haki will protect them from its effects.

That’s the problem with writing fanfics before the ending is revealed (not that I’m complaining). You have to either risk inventing what the one piece is, which will most likely be wrong once the manga reaches that point, or just studiously ignore completing the journey for some reason.
