My guess is he shot her put at a different spot so she's still alive but in pain from the gun shot. OR, he shot something else making it look like he shot her when he didn't because he knows killing her will drive Maddie away from him.
Just as Beth opened her eyes, Calhoun pulled the trigger and the sound of the gunshot echoed.
