It’s possible but I doubt it. It fits with the characterization of death because death did nothing more then what they asked for. The second brother sought to humiliate death and bring back his lover back to life. Death gave him the Resurrection Stone to do so but it didn’t truly bring them back because they do not belong in the land of the living. Then there was the first brother who asked for the most powerful wand. Death gave him the Elder Wand, though it was implied that Death knew that he would be killed by the greed of others. So that being said why would Death add anything to the Invisibility Cloak that was not asked for. Then there also the fact that the Marauders’ Map also see who was under the Invisibility Cloak.
The Third Hallow was the finest example of this, it prevented from any type of magical detection to the user.
