Even if he does not have df I will try to make him as versatile as possible. If he has a df I will try to make it as versatile as possible. So for example luffy can add different things to his rubber. Just think about the things he can do with a fruit like muscle it make him really strong. But df power can't be to op so something like death is going to have a really hard time developing.
