Even in cultures where fraternal polyandry is the norm, the brothers sometimes bring in an additional wife for various reasons including the first wife being infertile. It's ideal if the second wife is a sister to the first wife, but this is not always possible. Also, families sometimes go "extinct" either through lack of offspring or premature death, so occasional "partition" is a good thing to add more families to the community.
