the Hokage has no right to decide over the Clan library. The libray of the Senju Clan has with high probability a sealing matrix that only allowed Senju's to go inside through bloodline verification. The only right that the Hokage has is that he can officially recognise Lei as a Clan leader so that Lei can join the village council before he is a chunin.

the plot was ruined the moment Pakura took over Sunagakure, because without the help of Sunagakure and the fake Id of the forth kazekage his plot woudn't work. One of his goals was revenge against Hiruzen as Hokage.
Not only Konoha would get better after this but Tsunade was basically a Daimyo of the lands around it which meant Rei's initial intention of keeping Konoha weak was no longer an option. He simply couldn't do that to Tsunade. As such, Konoha would have to get stronger from now on. As such, Rei could no longer be assured Orochimaru would be stupid enough to attack during the Chuunin Exam. that doesn't make any sense. The third Raikage who was one of the strongest kages that lifed in the world, had difficulties beating the eight-tails who is weaker than the nine-tails. because of this Kuruma should have the power of a high-level kage and not a initial-level kage.
