Honestly, if you wanted to go this route, why didn't you just remove some of the offensive features (the cannon's damage growing with mc etc) and just give mc the ship as part of the package? Then you can still add a personal weapon next, because let's face it, a ship by itself doesn't really count as a 'personal weapon' in the realistic sense. People will fear it and it'll be known far and wide as his ship, but nobody would ever call it his weapon; if anything it'd be associated with his crew. Just some food for thought.

The problem is, you can get the same effects from pretty much any Logia, the only difference is he doesn't go intangible. The other Mythical Zoans also boast high defensive/healing capabilities, AND extra special features. Just adding sharp claws and a sonic shout wouldn't make it mythical imo, though I understand you have more plans for later. Basically he's just a tank at the moment, that's cool and all but doesn't intimidate.

To be fair, the evaluation was never about getting away with it scot free; it was simply about getting revenge and teaching Elder Lin a "lesson he'd never forget for the rest of his life". So in that regard, she absolutely deserved the Perfect evaluation imo.

Honestly kind of expect her to become a goddess of luck, as she's experienced both the good and the bad, and it'd also be quite suitable for her with how whimsical she is.
