The MC has the powers of a god, why would he put himself under the Starks rather than create his own empire? It's really weird and so restrictive. We must not forget that Westeros functions as a feudal kingdom and all the decentralization problems that entails. I have a hard time understanding the MC's choices, I have the impression of seeing a Stark fanboy rather than a real person aware of the power in his hands.
+1
Tobirama becomes more and more annoying in this fanfic. As much as I tend to like the character, the paranoia highlighted in each chapter starts to become frustrating. I almost feel like I follow Tobirama more than the MC. Plus did he also forget that the Uchiha have a Sharingan that can copy jutsu? I find it hard to imagine that after so much conflict with the Senju the Uchiha do not have all the reproducible Senju jutsus.
The problem is not that Tobirama is not suited to this role of advisor (everyone who has watched Naruto knows that he is very suited to this role). The problem is that in the current timeline he has no legitimacy in this role of number 2 of Konoha that you give him. Madara seems more self-effacing than him in Konoha's decisions while in the beginning of Konoha the organizational chart of power should be Hashirama >= Madara >>> Tobirama / Izuna with MC as an outsider (he is not close enough to Madara to borrow his power as the two little brothers can do but he has the power and prestige to be at this table after having held in ). Rather than highlighting Tobirama's resistance to the MC's proposals (which should have no impact, you should highlight the importance of convincing Hashirama and Madara because in the context of creating a new village, it There is no administration in place and the choices of Hashirama and Madara are more important than anything else.
Why do you highlight the importance of Tobirama's acceptance? At this point he is only Hashirama's little brother, he is not yet the second hokage or even considered for the role. The two important people in any final decisions at this point should be Hashiarama and Madara, everything else is just advice and not decision making. Tobirama shouldn't factor so much into decisions made for Konoha. Also in your timeline Tobirama did not kill Madara's little brother, which takes away part of his prestige (he did not kill the number 2 of the Uchiha clan) and he was even stuck in 2 vs 1 against an Uchiha who is not even a teenager (which should lower his prestige). In short, Tobirama's power should be really weak at this time in the final choices concerning Konoha. He has neither the authority (clan leader), nor the prestige (decisive victory), nor the displayed strength (loss to an 11-year-old Uchiha, without being weak as it may seem on paper). His only current political weight is being the little brother of the co-founder of Konoha, an elite ninja and nothing else.
this choice is wasted. Law already has companions. He can't join Luffy without abandoning them.
Why is he thinking out loud? Especially when he has a speech from someone who doesn't come from this world?
Translation: he's not going to kill anyone important and will just kill Edo tensei...
Rock is his last name and Lee is his first name. The Japanese place the last name first (Rock) followed by the first name (Lee). A relative will call him Lee, a superior Rock Lee or Rock-san... Please stop butchering the use of his last name when it is not appropriate, it completely ruins the reading of a good fanfiction.
I think the summoned person should not be able to be stronger than the sacrificed person at soul level. If a chunin is sacrificed, only someone with the strength of a chunin should be summoned. If it is enough to sacrifice a jonin to obtain a kage, this too easily disrupts the balance of the world. Another problem is that Edo Tensei never seems to have any impact on the summoner... Kabuto creating an army over several hours/days completely breaks the balance of power within the ninja world. Same for Orochimaru, a good kage level who can summon people at a higher level, close to the six path.
It's just the author who doesn't have anyone strong enough to take on the MC without ending the story too quickly. The edo tensei is practical in that he can use it to make the MC defeat someone strong, kill them, without influencing the progress of the canon. I bet that at the end of the fight only the two hokage will 'die' while the others will be able to survive this fight. This way the MC will win the fight and cause casualties without weakening the enemy.

Did Sirzechs just publicly betray a devil to protect the subordinate of the fallen angels who just threatened him? I really hope he recorded this and will release it or that he will invent something to release his memory on video (like a pensieve). Sirzechs has just killed himself politically.
You forgot the Westerlands. There are 6 major kingdoms in Westeros and the seventh is played between the Riverland (which was not a kingdom during the conquest) and the Iron Islands.
