Exactly. But Garp is concerned about the civilians who couldn't have gotten very far yet, Garp's Galaxy Impact would kill the civilians as well so his Galaxy Impact is a no-go right now. These are just civilians who hunt animals and stuff which means they are basically hunter/gatherers and thus it's not like they have powerful Haki to withstand Galaxy Impact, so yeah... Garp can't use it right now.
