I mean... the reason Issei is hated here is because, the girls clearly desire him, and even as the densest neutron star, he should have realised that when they kept flashing their bare breasts and naked bodies for him to grope and all, and yet despite that he doesn't do anything beyond groping or kissing. By this point, any of those occasions were more than appropriate to act on his desires then. And it would have felt like an insult if a man didn't pounce on you despite your clear interest to the point of being naked in front of him (as well as having him grope you). And that is exactly what Issei does. Even after all that he still does not "do" it with them, it really just shows him as a wimp more than anything else. Him having kids later on in High school DxD's sequel installment is just a forced plot point by the author really.

This Duke fellow is simply useless as a man. His stupid pride is nothing in front of his life. Unless of course, his pride is more valuable than his life. I can respect that under certain circumstances. Enchantments are made for his protection. Its not like he's begging for it either. It's being offered. Accept it with gratitude. Keep the kindness in mind and repay it many times later when possible.
