Magic is theorectically available to everyone but only in the same sense as anyone technically being able to study quantum physics. In practical terms it means that magic is usually reserved for the most capable of individuals (geniuses and or prodigies) or the ones with the most resources and even that doesn't guarantee that you'll be some reality breaking master mage just that you'll have a better shot at ascending to that level. Most normal people here can hope to do is maybe conjure a torch or dry clothes with wind or keep the house cool in the summer with ice, things like that. A large number do have a fireball or lightning spell here and there for self defense but even that requires at least a few years of dedicated study and practice. To begin with in order to even be capable of using magic you have to go through a rite at age 12 to "awaken" your more supernatural senses and the knowledge and resources for that ritual isn't exactly available to everyone. The quality of the ritual will also affect how you first get your foot into the supernatural world and a poor ritual basically fvcks you over for the rest of your life. Some people known as "inborns" also have magic even before going through the ritual at age 12 but they fall into the catergory of "geniuses" and "prodigies" if not "mutants" in some cultures. Some rough numbers are like this 70% of the world population can't do shlt other than some menial magic for everyday convenience and some self defense magic on the side if they commit to it. 20% are ACTUALLY competent and a threat to modern military with specialists like enchanters, conjurers, summongers, teleportation experts and people who can fly who handle all the logistical stuff etc. The last 10% are actually reality bending masters of mysticism that can do stuff like stop time, change the weather, bend the rules of physics, alter reality (with limits) and sometimes even invent new rules of physics. the 1% of those 10% actually become conceptual forces of reality that can do whatever they want. And then there's the 0.0000001% of those 1% that basically transcend all existential limits. Hope that helps.
He's got nothing to work with as of now, nothing except weird fragmented dreams of a world he doesn't even recognize and concepts he can't even begin to understand yet. How the heck do you expect him to work with that? His life's already confusing enough WITHOUT the weird dreams.
Fair but then again having loyalty LITERALLY beaten into you on both a genetic and educational level is hard to go against. I'll reveal more about this later on.
