If you think about it, maybe it's truly a recessive gene and as to the reason why there are only tailed Saiyans on planet Vegeta, they were all killed before they mature cuz they can't transform into an oozaro( if I remember the correctly) form which where Thier main strength as a warrior species. And in the Universe 6 tail-less is acceptable cuz they are more peaceful there.
