I mean, the last change in engine regulation was in 2006 and idk when they announced the new V6 hybrid reg, but you can't just change a big regulation overnight IIRC, in the story, Koenigsegg joined F1 in 2013 and they talked about it in late 2012, before that there was no talking about Koenigsegg wanting to join F1 with the FIA. I read something about Christian had been talking with FIA about their free valve system, but it was just about the *system* not the entire engine even tho you contribute the whole abrupt change to hybrid reg, other teams would've been caught off guard and have no engine prepared since they should be expecting the reg to come in 2014 The realistic point of view for me is pushing back the new reg just like 2021 aero reg, since the other teams need to adapt their engine with the new free valve system

the hybrid engine regulation should be in 2014, I think they still used NA V8 or V10 before 2014 iirc
