Banned for citizens not military so if there is a nearby military installation ammo and guns should be easy to come by and even grenades, gunpowder(if they reload ammo locally) and maybe the odd rocket launcher. Plus if he really wants to he can store an intact military armoured vehicle and have 100,000 of em.
