It ultimately depends on how strong the leaders are. If the strength difference at the top is too much the numbers can be negated. Besides that such an alliance would require trust. It would be very easy for one or more of those tribes to sell the alliance out and sabotaging them to get in Dragon's good graces. This would be more likely lower down (8 - 10 most likely). If 4 or 5 tribes above them get annihilated their position would grow a lot (they would probably have delusions of Dragon not taking it all). Another trust issue is holding back and letting other tribes take the brunt of it weakening them so you come out ahead of their "allies" at the end.
