Seems like not following in his footsteps while attempting the quest would be a good idea.

umm... yes, militech and arasaka, and by extension their proxys, hate each other
because they believe that justice means letting the system handle the criminals, so as to not put themselves above the law. DC "heroes" are more obsessed with this personal standard then actually helping or long term protecting people. Nor do they make any real effort to fix the problem.
