not in the Naruto world, there lies only kill you, and the strong even the weak aren't easily swayed.
Although I came from an era where information was usually manipulated to sway public opinion there was still a rather large silent majority of people who could generally figure out what was actually happening behind the scenes even if they never voiced their opinions publicly for the fear of getting lashed at. There was at least the ability to think freely. Why sword and board instead of stealth archer you ask? I'd thought this through back in Ratan, scrubbing my brain for what I knew of Danmachi dungeon. But that's the problem, even Minato at the beginning doesn't use it as casually as Naruto, or use it to just grind. He only later started using the Jutsu when he became the Jinchuriki for the Yin Kurama and being revived from Edo Tensei which gives him unlimited Chakra, so giving Minato as an example is plain stupidity. In fact Minato treated the Rasengan as an Ultimate move with high requirements for control and Chakra, which by the time we saw him in action, he had enough to fulfill for both requirements. So even if he couldn't use it like Naruto, at his peak he could definitely use it a dozen times maybe, but that's a waste of Chakra when for the same amount the Flying Thunder God was far more practical.

Kotoamatsukami is not exactly subtle, imagine Danzo just suddenly quieten downs on the Uchihas or just slows his stance on them, Hiruzen and now the other Konoha clans will do their utmost to wipe out something that has even a minute chance of brainwashing them, and the cooldown of Kotoamatsukami is not exactly very user friendly.
