It's an individual thing, as no two individuals are ever the same in their thinking, the same is true here as well. Daisuke has grown up in power, he suppresses Fugaku's opinions as well. Unfortunately, He also has almost a lot of power in the Uchiha clan. The clan isn't against Hikaru, Daisuke is.

Kagami Uchiha died at the age of 25. So that means he died before the Second World War because if he was Tobirama's student and the gap between the two wars was around 20 years, his death age wouldn't make sense otherwise. Second point Kagami Uchiha wasn't supposed to be the head of the clan otherwise his son and then his descendant Shisui would be the heir instead of Itachi, you are mixing fanon with canon.
