I don't know about chakras being pervasive or not, so I can't comment on that. And about WB retaining his power from op world, you have to take into account that, that is the very essence of fanfiction with this genre, which is cross stories power. That's probably the first reason people take interest in it. To read "what if this character from x universe got thrown into y universe with their power intact". You take that away, then this will just be another naruto ff.

Some added things to consider. Chakra itself came from the chakra fruit. The ninjas today have chakras on their bodies because their ancestor eat the chakra fruit. Before chakra, there's no ninjas, human in naruto world wage wars the traditional way with cold weapons.

Well according to wikia, "A genjutsu is created when a ninja controls the CHAKRA FLOW of a target's cerebral nervous system, thereby affecting their five senses". If the target doesn't even have chakra, what's there to control? So this logic is not entirely false.

that's just lazy writing. jiryoku doesn't have a time limit in search for mt. myoboku. he could ignore the battlefield and still goes to myoboku to wreak havoc there nonetheless, and there's nothing the toads can do expect intervene him before he arrived. the toads doesn't have any ability to decide the battlefield.
