I mean, I’m sure I’m taking it as what it is. They can be ‘grey’, but the MC’s reasoning is still flawed. What he blames them for isn’t entirely their fault either. It just feels like he’s predisposed to whining about any perceived injustice. Even reading further, that opinion doesn’t change.
They set up a trap where the target was “hunting”. They are not the ones that incited them to target civilians. And they don’t appear to do anything. They literally worked to mitigate the fallout from the battle by handling the fire. Is your reasoning that they ignore the threat potential curse masters simply because those actually at fault are likely to blow up any situation? If a cartel is targeting you and the government refused to help you because doing so would mean the cartel would try and blow up a neighborhood, then they’d just be incompetent. The CIB had neither of those failings. I’m not trying to defend or disparage them based on unknowns. It’s just weird that despite appearing competent, the mc is crying about a threat existing and acting like it’s the government that put it there. Should they not have fought off the sword master? Should they have let them continue to farm the unfortunate?

There doesn’t seem to be a qualitative difference between abilities. The ranking is only for the number of times, or scale they can display their abilities? That makes it seem balanced, in a way. And doesn’t outright make low grade abilities useless I guess.
