I will leave it entirely to your interpretation of how Lex Luthor looks. You can base him on whichever game or comic artist's style you desire as long as he's one of the evil Lex. However, when it comes to the voice I always prefer Clancy Brown who voiced Luthor in the DC Animated series which includes Justice League Unlimited. That Lex is a classic, and one of the better written ones.

I kind of have a headcanon that Mirko and Nagant are around the same age. This means that while Izuku is four, they would already be at least first-year high schoolers.
