not really a beast is a being wich strive to survive at any cost, with no concious self and relly on their instincts, dragons are mostly shown as powerfull, ancient and wise beings capable of understanding and comunicating with humans and other inteligent species so in a way they are a difrent species and are closer to humans then beasts

Man that fight still is one of the best of the series when Shiro didn't had hunfread of broken skills and was still relativelly normal...

the thing is we don't know how many tier 6 she has, how many anchors she made and how weak she became or where she is, there is barelly any information about the beast queen and from what we know she may still be stronger than Shiro, this isn't like the demon continent were they split up and conquered everything in one go.

for queens leves aren't that good of an indication of their strenght as they get more powerfull with each citty. Plus each queen is the best out of the best from their own world so they all have a way to fight enemies above their level so to to some extent they are like the Shiro of their world but not as crazy to the point where they became demi gods at tier 6

well it kinda make sense as she barelly uses the nature element while fighting and i even forgot she has that element, the only thing she uses it for is to repair the damaged terrain...
